2024 Candidates


Patti Micklin

In 2006, a year after Hurricane Katrina, our family relocated from New Orleans to Boulder County because we believed our quality of life would be much better here. This decision was largely due to the opportunity to access great services for our daughter, Emily (27). She has received Intellectual Developmental Disability (IDD) services in Boulder County for 17 years, and all of our lives have been changed for the better. My husband is David and we also have a son, Jacob (30), who lives in California.

I am keenly aware of the changes taking place due to Colorado coming into compliance with federal legislation and the effects these changes are having on people with intellectual disabilities in our community. I was the Executive Director of the Imagine! Foundation for almost nine years and the Development Director at Via Mobility Services for four years. In addition to decades of fundraising experience, I have a decent knowledge of the State and local funding landscape and want to do what I can to ensure that IDD services are not further homogenized – rather that they reflect the varied needs and wants of the people those services are designed to support. 

I am personally invested in advocacy for people with intellectual disabilities, and I believe I can be an impactful member of the ACL Board.


Jenn Ochs

I live in Boulder independently. I’m a wheelchair user and a two-time cancer survivor. Becoming disabled awoke my passion for advocating for disability rights. Having transitioned from living in a nursing home into my own apartment has made me realize how beneficial living independently is!

I now want to help others with disabilities to realize that they can live independently. I am an active volunteer advocate and want to focus on helping the disabled community to become more visible and be better represented in the community.

I feel that being on the ACL board is just one step forward to helping others realize that they can experience independent living.


Becky Toliver

I am a Colorado native and have lived in Broomfield for 41 years. I have been married to Roy for 16 years. I was born with Cerebral Palsy - my parents were foster parents who adopted me and my younger sister. I am the first person in my family to graduate from college, earning an Associate Degree in Computer Information Systems from Front Range Community College.

I have been employed with Real Capital Solutions for 30 years as an Office Assistant. I am on the Admin and the Treasury teams. In August of 2022, I received the Loyalty Award from the IAAP (International Association of Administrative Professionals) – Denver Division.

In the last five years, I have had a focus on advocacy for people with disabilities. I am the Secretary of Broomfield and Boulder SABE. One of the many things we are working on is the attendant care crisis in Colorado. We have worked hard to promote change and saw the Caregivers Bill of Rights bill passed in 2023.

I enjoy volunteering at my church taking part in running the video for Sunday mornings and leading Bible Studies. In my free time I enjoy reading, mountain drives with Roy, going to bookstores, movies, Red Rocks outings, and events that support my local community - and I love spending time with my family and friends!

I enjoy working on a team and am excited to bring my ideas to the table of the ACL Board.
